MTNL Public Grievance Cell
I don’t know if you are aware of the MTNL’s grievance cell other than their historical complaint number 198. Following are the details:
CONTACT FOR DOLPHIN SERVICES
CONTACT FOR GARUDA SERVICES
- 1502 (from MTNL Network)
- 22221502 (from other Network).
CONTACT FOR BASIC SERVICES
I am not sure whether you have tried using these services yet, but I have tried this myself but it seems they are far behind the private operator customer services like that of Airtel and Vodafone.
Service operators over the phone are not even aware of the packages MTNL offers. What more can you expect.

I could not understand what they had written.
As they are the oldest backbone of Telecom industry in India, I would love to see them working on their customer support.
